EARLY IN THE SEMESTER:

If you are an OU Health Sciences-OKC campus student, you need to contact Brandie Drobot at 405-271-2359 ext. 48918 or e-mail brandie-drobot@.edu.    She will need a copy of your orders as soon as possible.  You can fax them to 405-271-2480.  She will withdraw you from your classes and notify the Bursar and Financial Aid.

If you are an OU Health Sciences-Tulsa campus student, you need to contact Kari Ernest at 918-660-3360 or e-mail pgmihos@ou.edu.  She will need a copy of your orders as soon as possible.  She will withdraw you from your classes and notify the Bursar and Financial Aid.

MID TO LATE SEMESTER:

If time allows, visit with each of your instructors to discuss your options.

The faculty and staff have been instructed by the Provost Office to assist you in the disposition of your coursework.  This may include early completion of courses, withdrawal or receipt of grades of Incomplete.  Whatever your decision, you must then notify Brandie Drobot so she can counsel you on how it will impact your Montgomery G.I. Bill®.

COLLEGE FINANCING PLAN

ISAKSON & ROE SECTION 1018 REQUIREMENTS

The College Financing Plan was created to help students compare college costs.  You must apply for financial aid in order to receive a College Financing Plan with program cost and aid eligibility.  Student data will only appear if you have submitted a Free Application for Federal Student Aid (FAFSA).  Veteran educational benefits will only appear if you have turned in all required documents and the Veteran Certification of Eligibility Form. Contact the Veteran School Certifying Official if you would like an estimated financing plan.

Depending on the program, some degrees require licensing/certification exams in order to to find employment upon graduation.  In order to ascertain whether or not your program requires such an exam, please inquire with your department and by following the provided link.  

Other types of Federal financial aid, not administered by Veteran Affairs, that the individual might be qualified to receive

OU Health Sciences financial aid packages are applied automatically to your bill upon acceptance of the aid. The amount you are awarded is split between the fall and spring semesters and determined by application to federal and state agencies. Examples of these other types of aid include, but are not limited to, BIA, ASGOG, SEOG, OHLAP, OTAG, Pell grants, tuition waivers/scholarships, and multiple departmental scholarships.  You must apply for financial aid in order to receive a shopping sheet with aid eligibility included.

Amount of costs that are covered by VA education benefits

VA educational benefits are limited to a monthly stipend and/or payment of mandatory tuition and fees. VA education benefits only pay stipends for the months school attendance is reported.
Those payments are prorated for partial months and are based on the exact start/end dates of your coursework. A beneficiary attending school for the approximate 8 months of the fall and spring semesters will use approximately that many months of benefit.
Chapter 33 provides additional funding (up to $1,000 per academic year) to help offset the cost of books/supplies. Chapter 31 education benefits cover the entire cost of books/supplies. The other VA educational benefits (Chapters 30, 35, and 1606) only provide a monthly stipend that is dependent on your rate of pursuit and benefit type that can be used to help pay for tuition and fees – no additional books/supplies stipend is awarded.

Who qualifies for VA Benefits?

OUHC OKC and OUHC Tulsa processes the following VA education benefits for current VA OUHC students who provide proper documentation:

  • Chapter 30 = Montgomery GI Bill Active Duty (MGIB-AD)
  • Chapter 31 = Veteran Readiness and Employment
  • Chapter 33 = Post-9/11 GI Bill
  • Chapter 35 = Survivors' and Dependents' Educational Assistance (DEA) Program
  • Chapter 1606 = Montgomery GI Bill® – Selected Reserve (MGIB-SR)

Who is my OUHC School Certifying Official (SCO)?

As an OUHC student, you have an assigned OUHC SCO who will certify your VA enrollment certifications:

How do I request enrollment certification?

Process for current OUHC VA Students:

  • Be enrolled in all classes for the term you wish to use your benefits
    • VA Enrollment certifications cannot be submitted until you’re enrolled.
  • Fill out and submit your VA Confirmation of Enrollment Form to your OUHC Academic Advisor for the semester in which you wish to use your benefits.
    • Afterwards, please have your OUHC Academic Advisor submit the form to your assigned OUHC SCO:
  • Process for new incoming OUHC VA Students:
    • Contact the appropriate OUHC SCO as soon as possible as necessary paperwork is needed before processing any enrollment certifications:

When should I submit my enrollment certification?

Submit your enrollment certification to your OUHC Academic Advisor at least 30 days before the term in which you wish to use your benefits begins to prevent delays.

How long does it take for my OUHC SCO to process my documents/certifications?

VA benefit enrollment certifications typically take up to 30 days once all documentation is submitted to your assigned OUHC SCO.

I am a non-resident of Oklahoma, and I’m interested in receiving Oklahoma residency tuition as an OUHC VA student. What is the process of requesting this change?

  • Submit an updated Certificate of Eligibility to your assigned OUHC SCO and request the change.
  • Your SCO will check to see if you meet the qualifications for the change. Qualifications are laid out in the Veterans Choice Act.
  • If you meet the qualifications, then your OUHC SCO will send you a Letter of Intent to Establish Oklahoma Residency in which you will review, sign, and send back to your OUHC SCO.
  • Your OUHC SCO will update your residency status, and notify the Financial Aid and Bursar office, and yourself of the change.

I have a VA hold on my Self-Service account. Why and how can I take care of it?

The hold on your Self-Service account is a positive service indicator. It does not affect your access, status, or enrollment. It’s simply used by the OUHC SCO to track VA students and their benefit types.

Why are payments delayed by the VA right now?

  • The government shutdown and VA’s new reporting/paying system have caused major delays. Current VA students who are impacted:
    • Chapter 31: VR&E; Counselors furloughed = slow processing.
    • Chapter 35: Manual entry and in-depth audits = slow processing.

Veterans’ Access, Choice, and Accountability Act

Section 702 of the Veterans Access, Choice, and Accountability Act of 2014 requires schools to bill eligible individuals using Chapter 30 Montgomery GI Bill®or Chapter 33 Post 9/11 GI Bill at the in-state tuition rate if they meet the requirements of the law, even when they are defined by the school as an out-of-state resident for tuition purposes. The bill goes into effect July 1, 2015. To be eligible for the Choice Act, students must meet the requirements of the law and submit supporting documents to the Office of Admissions and Records outlined below.

  1. Reside in Oklahoma while attending OUHSC.
  2. Submit a letter of intent to establish residence in the state.
  3. Submit a Certificate of Eligibility with entitlement for one of the bills below:
    1. Chapter 30 Montgomery GI Bill (Active Duty),
    2. Chapter 33 Post 9/11 GI Bill (Veteran),
    3. Chapter 33 Post 9/11 GI Bill (1Dependent – “Transfer of Entitlement”).
  4. Provide a form DD214 Certificate of Release or Discharge from Active Duty showing the applicant meets the following conditions:
    1. The Uniformed Service Member must have been discharged within the past 2five years.
    2. The active duty period prior to discharge must have been greater than 90 days.

YELLOW RIBBON

The Yellow Ribbon Program is a provision of the Post 9/11 GI Bill® that allows institutions to enter into an agreement with the VA to fund tuition and fee costs that exceed the in-state tuition rates.  The institution can contribute up to 50% of those expenses and the VA will match the same amount as the institution. 

Students must apply for the Yellow Ribbon Program and must meet the following criteria to qualify to be eligible for Yellow Ribbon:

  • Only individuals entitled at the 100% benefit level (or their dependents using transferred entitlement)
  • Students who served at least 36 months or more on active duty
  • Students who served at least 30 continuous days on active duty, and were discharged due to service-connected disability

The Yellow Ribbon Program is available to the first 3 eligible applicants on a first-come, first-served basis with a cap of $5,000 per academic year. Students must complete the application below and return it to the OU Health Recruitment and Admissons to be considered.

Yellow Ribbon participants are required to maintain continuous enrollment in each regular fall and spring semesters and must remain in good academic standing to remain eligible for the Yellow Ribbon Program. Once accepted, you will not need to re-apply unless you do not maintain continuous enrollment or if you graduate. Any changes to the class schedule may result in an overpayment and the student will be responsible for any subsequent personal debts for overpaid funds received from the VA and to the University for any unpaid balance. The University will review annually the need to maintain its participation in the Yellow Ribbon Program.
