English Proficiency Requirement

Proficiency in reading, writing, speaking, and understanding English is essential to your success at the University of Oklahoma Health Sciences Center.  Each applicant whose native language is not English is required to demonstrate English proficiency by achieving a satisfactory score on the Test of English as a Foreign Language (TOEFL) examination.  See the TOEFL Requirements chart for specific requirements by department.  Official scores must be reported directly from the testing agency to OUHSC by using institution code 6902.

1.  Who should take the TOEFL?

  • The TOEFL is required for all persons born outside of the U.S. and includes naturalized U.S. citizens, permanent residents, and international applicants.  TOEFL is also required for U.S. native citizens born in U.S. territories where the official native language is not English.

2.  Who is exempt from taking the TOEFL?

  • Applicants born abroad to parents with U.S. native citizenship are exempt from the English Proficiency requirement.  A copy of the U.S. birth certificate or passport will be required for documentation.
  • Applicants born in one of the OUHSC Approved Native English Speaking Countries whose application was received January 1, 2016 or later.

3.  How can I satisfy the English proficiency requirement?

  • The University of Oklahoma Health Sciences Center only accepts TOEFL to meet the English proficiency requirement.  IELTS cannot be accepted in lieu of the TOEFL examination.
  • The TOEFL examination must have been completed within two years from the date of application.
  • The institutional TOEFL examination completed through the University of Oklahoma, Norman campus is acceptable.  To learn about registration and to see a list of exam dates visit  or call (405) 325-1208.  Exams administered through institutions other than the University of Oklahoma will not be accepted.
  • The University of Oklahoma Health Sciences Center has high standards for English proficiency, therefore it does not waive the TOEFL requirement for transferring students with completion of twenty-four semester hours of coursework from a college or university where English is the primary teaching language.  Students are required to meet the same language requirements as first-time students.
  • Simple instruction in English or completion of a degree in a country in which English is the official, but not native, language will not satisfy the English proficiency requirement.
  • An application is not complete until the University receives official scores from ETS, or the formal approval of a waiver request.
